Dr Lior Bibas

President

Dr. Lior Bibas is the President and one of the co-founders of the Association of Jewish Physicians of Quebec (AMJQ). He is also a co-founder and co-organizer of the Canadian Federation of Jewish Medical Associations.

Dr. Bibas is a cardiologist and intensivist based in Montreal. He divides his time between the Montreal Heart Institute and Pierre-Boucher Hospital, where he maintains an active clinical practice in general cardiology, medical and cardiovascular intensive care, and echocardiography.

He completed his medical degree and internal medicine residency at the Université de Montréal, followed by subspecialty training in cardiology at McGill University, and critical care training at the University of Toronto. He also holds a Certificate in Medical Education from the University of Dundee and serves on the Board of Directors of the Canadian Cardiovascular Critical Care Society.

Dr. Bibas is committed to promoting clinical excellence, equity, and safety within the healthcare system, as well as addressing antisemitism affecting both Jewish healthcare professionals and patients.

Dre Guila Delouya

Former President

Dr. Guila Delouya has been a radiation oncologist at the CHUM since 2011 and is a Clinical Professor in the Department of Radiology, Radiation Oncology and Nuclear Medicine at the Université de Montréal.

After completing her law degree and becoming a member of the Montreal Bar Association in 1997, Dr. Delouya later pursued medical studies and completed her medical degree and residency in radiation oncology at the Université de Montréal. In 2015, she completed a Master’s degree in Biomedical Sciences, with a thesis focused on prostate cancer, and she continues to conduct active clinical and translational research in this field.

Dr. Delouya’s clinical practice focuses primarily on prostate cancer, with particular expertise in low-dose-rate and high-dose-rate brachytherapy. In addition to her clinical and research work, she is a member of the CR-CHUM research center, where her laboratory work focuses on DNA damage and repair mechanisms. Over the past years, she has published more than 85 scientific articles.

She has also been actively involved in the administration of the radiation oncology service, serving as Assistant Department Chief for more than 10 years. For the past decade, she has chaired the philanthropy committee, and she has served on the Board of Directors of the Quebec Cancer Foundation for over 10 years. For the past two years, she has also been a member of the Executive Committee of the CHUM Council of Physicians, Dentists and Pharmacists (CMDP) and participates in the coordination committee of the CDTC.

Dr Karl Weiss

Vice President

Dr. Karl Weiss is a microbiologist and infectious diseases specialist at the Jewish General Hospital in Montreal and a professor at the Faculty of Medicine at McGill University. He currently serves as Chief of the Infectious Diseases–Microbiology Service at the Jewish General Hospital, which has the largest clinical volume in infectious diseases in Canada.

From 1994 to 2016, Dr. Weiss practiced as a microbiologist-infectious disease specialist at Maisonneuve-Rosemont Hospital, where he held numerous leadership roles, including Department Chief for several years. He is also a Clinical Professor at the Faculty of Medicine of the Université de Montréal and served as Director of Pharmacological Research at Maisonneuve-Rosemont Hospital from 2001 to 2013. He also co-chaired the Montreal Island Infection Prevention and Control Table.

After receiving his Doctor of Medicine degree from the Université de Montréal in 1989, Dr. Weiss completed his internal medicine training at the Université de Montréal, followed by specialty training in infectious diseases and microbiology at the same institution. He also pursued postdoctoral studies and obtained a Master’s degree in Clinical Epidemiology. His early research focused on new detection methods and novel antibiotic therapies for Helicobacter pylori infections.

Throughout his career, Dr. Weiss has been invited to deliver more than 500 lectures in Canada and internationally and has presented or published over 400 abstracts and scientific articles. His research focuses primarily on respiratory infections, antibiotics, and antimicrobial resistance. His research team has often been among the first in Canada to work with newly developed antibiotics.

Dr. Weiss served as President of the Association des médecins microbiologistes-infectiologues du Québec (AMMIQ) from 2014 to 2024 and has chaired numerous provincial and national committees in infectious diseases. In 2005, he served as President of the World Congress on Pneumonia held in Montreal. He also chaired the Royal College of Physicians and Surgeons of Canada examination board in medical microbiology from 2002 to 2005. In addition, he served for many years on the executive of the Association of Medical Microbiology and Infectious Disease Canada (AMMI Canada) and represented the organization on several committees.

Dr. Weiss received the Distinguished Award from the Canadian Infectious Diseases Society in 2005 and the Physician of Heart and Action Award from the Association des Médecins de Langue Française du Canada in 2008. He is also frequently consulted by the media to discuss issues related to infectious diseases.

Dre Jaclyn Madar

Secretary

Dr. Jaclyn Madar is an Assistant Professor in the Department of Obstetrics and Gynecology at McGill University. She practices at the Jewish General Hospital, where her work focuses on laparoscopic and hysteroscopic surgery.

In addition to her surgical practice, Dr. Madar provides obstetrical care for low-risk pregnancies and is actively involved in teaching within the undergraduate obstetrics and gynecology curriculum at McGill University.

Dr Jason Agulnik 

Treasurer 

Specialty: Pulmonary Medicine

Dr. Jason Agulnik is the Chief of the Division of Pulmonary Medicine at the Jewish General Hospital in Montreal. He is also Co-Director of the Peter Brojde Lung Cancer Centre and Co-Director of the Lung Tumor Group within the Rossy Cancer Network.

Dre Karine Toledano

Counselor

Specialty: Anesthesiology and Critical Care Medicine

Dr. Karine Toledano is an anesthesiologist and critical care specialist practicing at Hôpital du Sacré-Cœur de Montréal. She is certified by the Collège des médecins du Québec and combines expertise in general anesthesia, perioperative care, and intensive care medicine, playing a key role in the management of both surgical and critically ill patients within a high-acuity hospital environment.

In her clinical practice, Dr. Toledano is involved in the management of anesthesia and vital functions during complex procedures, as well as in the care of patients in intensive care units, where interdisciplinary coordination and rapid clinical decision-making are essential.

Beyond bedside care, Dr. Toledano is also engaged in professional initiatives and public medical discussions on contemporary ethical and clinical issues in medicine, reflecting her commitment to professional responsibility and clinical excellence.

Dr Jacques Balayla

Counselor

Specialty: Obstetrics–Gynecology and Public Health

Dr. Jacques Balayla, MD, MPH, FRCSC, is an obstetrician-gynecologist and clinical researcher at the Lady Davis Institute (LDI) of the Jewish General Hospital and McGill University. He currently serves as Director of Electives within McGill’s Undergraduate Medical Education (UGME) program and previously served as Chair of Elections for AMJQ.

Since the founding of AMJQ, Dr. Balayla has been the designated analyst for the Association’s local and national surveys. He also contributed to the development of the AMJQ research initiative, which promotes matching trainees with physicians to foster research opportunities and collaboration.

Dr. Balayla aims to leverage his analytical expertise and experience in medical education to expand opportunities for medical students and residents, while advancing a data-driven and evidence-based approach to representation in support of AMJQ’s mission.

Dr Elie Haddad

Counselor

Specialty: Pediatric Immunology

Dr. Elie Haddad is a Full Professor at the Université de Montréal, in both the Department of Pediatrics and the Department of Microbiology, Immunology and Infectious Diseases. She is also a clinician in the Division of Immunology, Allergy and Rheumatology at CHU Sainte-Justine.

In addition to her clinical work, Dr. Haddad serves as Head of the Immunity and Cancer Research Axis at the CHU Sainte-Justine Research Center, where her work focuses on advancing understanding and treatment of immune-related diseases and cancer.

Dre Goldie Marmor

Counselor

Specialty: Family Medicine

Dr. Goldie Marmor is a family physician practicing in Montreal and a professor in the Department of Family Medicine at McGill University. In clinical practice since 2011, she combines direct patient care with a strong commitment to medical education.

She previously served as Director of Pre-Clerkship Education in the Department of Family Medicine at McGill, where she oversaw the development and management of the undergraduate medical curriculum, and was also Course Director of the Longitudinal Family Medicine Experience.

Her contributions to medical education have been recognized with several awards, including a distinction from the Collège Québécois des Médecins de Famille for her outstanding contribution to the teaching of family medicine.

Anna Frumkin

Former Director of Operations

Anna completed an initial Bachelor’s degree in Science in Portugal before earning a degree in Pharmacy in Israel, where she practiced as a hospital pharmacist at Ichilov Hospital in Tel Aviv. In 2022, she obtained a Master’s degree in Public Policy from McGill University.

At AMJQ, Anna oversees operations and strategic initiatives, with a focus on strengthening member engagement, supporting organizational development, and modernizing the association’s digital and governance infrastructure in service of Jewish physicians, residents, and medical students.

Priscilla Bejaoui Moyal

Director of Operations

CRIA

Trained in Industrial Relations at the Université de Montréal, she has developed expertise focused on human, organizational, and health-related issues. Her professional path led her to found Sommeil Bleu, a clinic specializing in sleep apnea, dedicated to improving patients’ quality of life.

She is also actively involved with AMJQ, where she contributes to the development of the association, particularly through the planning and organization of events that promote the visibility and engagement of its members.
